The Ministry of Social Policy proposes to adopt the Strategy, which provides for ensuring a decent standard of living and quality of life for every Ukrainian, creating conditions for the return of Ukrainian citizens from abroad, reproduction of the population. The concept is based on "minimizing the consequences of the war and mitigating the demographic crisis, which will be expressed in significantly better parameters of demographic dynamics".

"Under this option, the population will be 33.9 million people on January 1, 2041, and 31.6 million people on January 1, 2051," - said in the department.

Strategic goal No. 1 is to increase the birth rate. The ministry believes that to restore the population, the target birth rate should be about 2.2. Therefore, the authorities plan to create appropriate conditions to support families in realizing their aspirations to give birth and raise the number of children they want.

The Ministry of Social Policy has outlined 5 tasks for the realization of this strategic goal.

The second strategic goal is to reduce premature mortality, the third - to ensure migration growth of the population.

"The return policy should focus not only on Ukrainian citizens who went abroad with the onset of full-scale aggression, but also on those who left earlier and representatives of the Ukrainian diaspora - persons of Ukrainian origin and their descendants who have citizenship of other states," the Ministry of Social Policy specified.

It noted that the largest Ukrainian diaspora as of 2019 lived in russia. Canada is in second place, and the United States is in third place.

A total of 6 strategic goals have been defined.

  • The demographer Ella Libanova said earlier that according to the most optimistic forecast, no more than 35 million people will live in Ukraine within 1991 borders in 10 years. In her opinion, Ukraine will be a poor country even in 10 years, and millions of men will leave for their women if the borders are opened.
