White House adviser John Kirby refused to comment on a report published by the Financial Times that the United States may have asked Ukrainian intelligence services to stop strikes on russian oil refineries.

"I'm not going to talk about the details that have been published in the press. The only thing I will tell you is what I have said before - we do not encourage or provide the Ukrainian military with the capabilities to launch strikes inside russia," the Biden administration official said.
He was responding to a report that appeared in the Financial Times on March 22, which cited three sources as saying that the US administration could urge Ukraine to stop strikes on russian oil refineries.
