Washington-based political scientist Andriy Piontkovsky, in an interview with Anton Borkovsky, host of the Studio West program on Espresso TV channel, spoke about a radical change in the position of Europe and the Biden administration on the war in Ukraine

The situation we are in is extremely difficult. The European Union seems to be taking a second wind on the issue of ammunition supplies. At the same time, the United States is once again going on a pause - congressmen will be in recess for two weeks, according to espreso.tv

At the Ramstein meeting, there was an unprecedented statement by the US Secretary of Defense. He essentially called the behavior of the American side towards Ukraine shameful. He said indignantly that the aid to Ukraine had not yet been approved, and that it was a matter of honor and security for the United States. This shows the drama of the struggle that is taking place in the United States over this issue. Indeed, a bill to provide Ukraine with 64 billion dollars in military aid has been kicking around in Congress for six months.

I would also like to mention two visits to Kyiv: on Tuesday, the so-called friend of Ukraine, Lindsey Graham, a Republican senator, visited. This was his tenth visit to Kyiv, and he has always been considered a friend of Ukraine. And he was saying some nonsense - that he had talked to Trump, that Trump said that there was no need to pass the law on assistance to Ukraine. He was telling the Ukrainian audience that Trump cares about Ukraine, that he thinks about Ukraine, that he is proposing a new law that Ukraine will receive money only as a loan. Ukraine doesn't care whether it's a loan or something else, we need weapons. Borrowing is not a problem because as long as we have the weapons we need to win, grateful humanity will pay off Ukraine's debts ten times over after the victory, and that's not the point. All of Trump's maneuvers are aimed at delaying the situation: for six months, the Republicans lied that they were in favor of helping Ukraine, but that they needed a law on the border. When the border law was agreed upon, Trump ordered his loyal Republicans to block it. Now there's new talk about borrowing money, and Congress is in recess again for two weeks, and the issue is postponed for another two months.

Probably, Americans have already realized, Biden has realized, the shamefulness of this situation. Yesterday was an unexpected visit of Sullivan to Kyiv. Sullivan, as we know, is not Ukraine's biggest friend, he is a person who has always advocated for the "defeat" of Ukraine. Ukraine, he has never spoken about Ukraine's victory. It seems that Biden sent him to convince Ukrainians that the US administration is now full of unity.

Yesterday, Sullivan uttered the words "Ukraine's victory" for the first time with his mouth, he said that Ukraine can win and America will fully support it.

And he also said other important words: because this is not only a matter of Ukraine's security, but also a matter of US security.

All these are good words, but we need actions. Sullivan said at the press conference that he understands that Ukraine is outraged by the 5-month stalling of this bill. He said we will do everything and help will be provided. And he emphasized once again: this is a matter of our own security. We will see how this will be resolved. But it seems that Europe's position pushed Biden to take such decisive action, to try.

Macron proposes the so-called Macron Doctrine, which is not just a throwaway at some press conference, but he develops the concept that we must defeat russia. He uses the word "defeat" for the first time in relation to russia. He states that on the eve of a possible victory of Trump, who will simply stop helping Ukraine and who is an enemy of NATO, Europe will simply be defenseless.

We wasted 30 years talking about a European army, and now we have only one European army - the army in Ukraine, which is fighting and holding back this whole eastern horde that is ready to march on Europe. And we have to strengthen this European army by all means, up to the participation of our own armed forces.

We are well aware - Zelenskyy said this a few days ago at a press conference - that neither France nor Europe has ready infantry divisions that could take their place on the front line. But they do have unrivaled military equipment and weapons that they can provide to Ukraine, the same American-made aircraft - F-16 or even F-35, long-range missiles.

Yes, they have something that they can supply. But, drawing certain historical parallels, we can recall Marshal Pilsudski, who apologized to the interned Ukrainian military after a large part of Ukraine was occupied by the Bolshevik invaders. Yes, he said: I am very sorry, forgive me.

There was also the story of Prime Minister Winston Churchill, who agreed to Stalin's plan to occupy, partition, and introduce an occupation Bolshevik administration in Poland. Churchill was ashamed, but he could do nothing. It feels like these things don't just happen.

Because it's not just self-preservation-they realized that they are naked, Europe remains completely defenseless against Putin. And if Trump removes not only the defense of Ukraine, but also the defense of Europe, they realized that they have no defense. I will repeat once again Macron's important point that the only European army now is the one fighting in Ukraine, and it needs to be strengthened with weapons. And his wording is very important: no red lines. I don't rule out anything, including sending French soldiers and soldiers from other countries.

It is very important that Macron emphasized that our military are already involved in the war in Ukraine. He emphasized that British and French specialists are servicing the Storm Shadow and SCALP systems that have been transferred to Ukraine.

I think that this concept of Western military participation is primarily focused on the issue of aircraft, like, look, there are no political obstacles to the supply of aircraft, the Americans have removed them, and there are no economic issues - there are logistical issues.

The fact is that Ukraine's victory can be ensured by an operation in Crimea, by expulsion, by exploiting the weakness of the russian military machine in Crimea - even now, without aviation and the navy, Ukraine has thrown the Black Sea Fleet out of Crimea.

But success requires not dozens, but two hundred planes. No, it is impossible to train Ukrainian pilots for two hundred airplanes. It's not just about one pilot, for every pilot, there are five more service people, including airfields. Macron's concept is to direct the aviation of NATO countries - this can solve the issue of war. They realize that Churchill was not concerned about Stalin's attack on London, and he could give away Poland, but the French, the Europeans, cannot give away Ukraine now because they know that they are next and that no Trump will protect them. And no one will protect them. Except for the Ukrainian army, but it will be supplied with modern Western weapons. That's what Macron's concept is, in my opinion.

What is putin's, the kremlin's scenario after putin's reappointment? He is now putting russia on a military track, and after that, he is preparing to "leave."

I will come back to the Macron doctrine again. In fact, by not providing weapons yet, and I must say that Europe is already supplying enough weapons, Macron has already won a political victory over putin, he turned the chessboard over by saying that French troops are already there and that he is not putting any restrictions. Immediately, putin reacted to this initiative - and this is the best illustration of his plans for his 5th presidency.

On the first day he said, this was his very first reaction, we can strike French territory, and we have more than just conventional weapons. Macron immediately responded: France also has nuclear weapons. This immediately nullified putin's threats. Look at the discussion that has now unfolded on all russian patriotic channels, this Z-cattle is outraged: in fact, Macron declared war on putin, on russia, said that "we are for the defeat of russia" and "our armed forces, our specialists are already involved in armed hostilities." So why haven't we struck France yet, russian patriots ask. Well, okay, not immediately with nuclear weapons - we have a wonderful conventional weapon...

The reason we haven't is that we are well aware that if France, Germany, Poland, or any other country is attacked, NATO Article 5 will be automatically triggered and putin will be struck in response. In fact, by striking French territory, he will bring the entire NATO arsenal into play against him. He will no longer be worried about whether the Dutch will provide 40 or 60 planes, but potentially all 6,000 F-16s that NATO has can be used against him, and he understands this. With his concept of "no red lines, we don't rule anything out," Macron has deprived putin of the possibility of blackmail, he has nothing to say.

The language of war, le langage de la guerre, is extremely telling for any analytical community, and this is reflected in medvedev's rhetoric. Two years ago, he was a bit calmer, and now he just threw his hooves on the table - the bar has dropped.

He has plans, yes. But I repeat: Macron nullified them immediately, just as the Americans nullified them with their warnings back in October 2022: as soon as you reach for nuclear weapons, you will simply be killed by a retaliatory strike. And what are your plans? So they ask, and you ask the same thing as putin's Z-people: why haven't we attacked France yet? And the reason why we haven't done that is that France also has nuclear weapons, and as for conventional weapons, the first strike on France will bring the full power of NATO's long-range missiles and aircraft against you, which will make your situation very difficult.

Please note another very important point: the first thing putin did was to activate his fifth column in Paris. And on the very first day, all the left-wing parties, and the main one, Le Pen, all spoke out about Macron pushing us towards a world war, about how this is adventurism and so on. But two days ago, Le Pen reappeared on the screen and suddenly said that Macron is right, putin is an aggressor, he has broken all the laws, he is now a threat to Europe, and therefore he must be stopped by all means.

She was well handled, probably showed documents about her financing by the putin regime - her presidential campaign, and Macron secured his domestic political rear. putin has a lot of sleeper cells of Islamic terrorists in France, which he will activate.

You noticed that in the last two years, when all russian special services were completely mired in Ukraine, Islamic terrorist acts in France stopped. And every time they happened before, one of the participants was a Chechen with a russian passport, meaning that these cells were controlled by moscow.

Spain was once used as an instrument of Islamic terrorism to get out of the war in the Middle East. This tool is working, and it can work in the case of France.

And putin is preparing to use this tool domestically. Have you noticed the hysteria of diplomats in moscow - they all said that terrorist attacks are about to happen in russia. Patrushev hasn't invented any new moves, as they came to power by blowing up houses in Ryazan, and they are going to do the same thing now. On the eve of the election, the FSB allegedly exposed an Islamic group in Kaluga that was preparing to blow up a synagogue in moscow. At a meeting with the FSB, putin warned that a terrorist act was being prepared, and they had to "expose" it. I am sure that there will be revelations and putin will use them to impose martial law in the country, to conduct a new wave of mobilization and to brutally crack down on any critics - by the way, not only opponents of the war, but also those who will ask him painful questions about why France, which has declared war on us, has not yet been destroyed. The Chinese are sending their emissaries there as observers.

And the behavior of the Chinese is very important. The prospect of the summit depends on one thing - the political will of the West, the political will of Europe, which Macron is now demonstrating, and the revival of Washington's political will, which Sullivan's recent visit gives us hope for, but hope needs to be backed up by deeds. After all, China is watching everything closely. We discussed this: when Biden made a wonderful speech after October 7, saying that the forces of terror have declared war on the free world, Putin wants to destroy Ukraine, Iran wants to destroy Israel, but we will not allow it. And he backed it up with deeds - he sent two aircraft carrier groups, introduced the bill that has been kicking around in Congress for six months. China understood, saw the determination, and faltered.

After that, Xi rushed to San Francisco and said that in the historical perspective, he sees reunification with Taiwan only by peaceful means, and asked the Americans to return American investments and American technology, without which the Chinese economy has been collapsing in the last two years.

But the hesitation that followed, the indecision of the Biden administration over the next six months, prompted China to think again. Then China, confident that it had received a signal of US resolve, backed off somewhat from supporting Iran and russia behind its back. And now, if the West continues to show weakness, China will return to an aggressive policy. Now, everything depends on the political will of the West - whether Biden and his administration can resist Trump's treasonous activities blocking the law, how successfully and consistently Macron's initiative will develop.

The only real peaceful solution is the victory of the European united army, with the Ukrainian Armed Forces as its core, over russia on the battlefield in Ukraine.
