After U.S. interlocutors expressed concern that China could use or threaten to use nuclear weapons if defeated in the conflict over Taiwan, Chinese officials assured that they would not do so.

"They told the U.S. side that they are absolutely confident that they can win a conventional struggle over Taiwan without using nuclear weapons", said scholar David Santoro, the U.S. organizer of the Track Two talks.

Track Two negotiators are typically former officials and scholars who can speak authoritatively about their government's position, even if they are not directly involved in determining it. Government-to-government negotiations are known as Track One.
