Ukrainian Prime Minister Denys Shmyhal said that the updated agreement provides for mutual obligations regarding the availability of transportation licenses and truck marking. He said the "transportation visa-free regime" has already had a positive impact on Ukraine's economy, increasing exports to the EU by 48% in the year and a half since the agreement was signed.

"The visa-free regime has increased imports, which grew by 44%. These are, in particular, goods and components that Ukrainian manufacturers need to establish the production process", Shmyhal added.

The Joint Committee of the Convention on Common Transit and the Convention on Facilitation of Formalities adopted a formal decision on August 25, 2022, to invite Ukraine to join them from October 1, 2022. On June 25, 2022, Deputy Infrastructure Minister Mustafa Nayem said Ukraine will sign a "visa-free transport regime" with the EU, after which permits will no longer be required for international transport within the Union.

On September 16, 2022, President Volodymyr Zelenskyy approved an agreement between Ukraine and the European Union on road freight transport.

On March 16, 2023, the agreement was extended, which eliminates the need for Ukrainian carriers to obtain the relevant permits for bilateral and transit transport in the EU.
