"According to the decision of the Office of the Attorney General on extradition at the request of the competent US authorities, a citizen of the United States was detained in Kyiv. US law enforcement agencies are looking for him on suspicion of committing a number of crimes in three states. In particular, in the murder of two people in Florida", the statement said.
The suspect was chosen as a preventive measure — extradition arrest until July 14, 2024. Prosecutors are currently preparing to begin transferring the defendant to the competent US authorities.
Earlier, in March 2021, the Kyiv Court of Appeal upheld the decision to extradite the American to the United States, which the defense sought to appeal to the ECHR. On April 19, 2021, the ECHR informed the Ukrainian government that, in accordance with Rule 39, the applicant could not be extradited during the proceedings before the Court.
The European Court of Human Rights ruled last November that it found no violations of the European Convention on Human Rights in the above decision. On April 8, 2024, the ECHR's decision became final.

It is noted that after the publication of the ECHR decision, the American was hiding from Ukrainian law enforcement agencies. On May 16, 2024, officers of the Criminal Investigation Department of the National Police of Ukraine detained the suspect in the Shevchenkivskyi district of the capital. The Prosecutor General's Office adds that, according to the case file, the man served twice in Ukraine — in 2016 and 2022.
"From March 16 to April 29, 2016, he served with a probationary period as a foreign citizen, but due to his moral and business qualities, he did not pass the probationary period, and therefore was dismissed from military service", the statement said.
According to the defense, the man also served under a contract from July 27, 2022 to August 21, 2022, and then resigned of his own free will.
