The company of the wife of the head of the Kyiv District Court of Odesa, Serhiy Chvankin, bought an apartment in Miami worth more than UAH 12 million — the money declared in the declarations is not enough for this

Serhiy Chvankin's wife Nelli Golubeva is a lecturer at the Odesa Law Academy and a lawyer. Investigators found that, in addition to the fact that there is not enough money to buy such housing, the declaration does not indicate the costs of buying this property, nor the fact of the emergence of credit obligations if Golubeva purchased it as a mortgage.
Journalists also found in the Florida company registry that Golubeva opened OCEAN PROJECT 828 LLC in the United States on February 13, 2023.
"According to official records of Broward County, Florida, Golubeva's company purchased a 105-square-meter (1,130-square-foot) apartment at 1000 Parkview Drive, 828 Hallandale Beach on March 10, 2023. These apartments are indicated as the place of registration of the company", the investigation says.

The apartment purchased by Golubeva's company is located in a 10-story building built in 1976. It is located a few hundred meters from the Atlantic coast. Also, according to specialized real estate websites in Miami, the description promises "unobstructed views of the coast from floor-to-ceiling windows", "a heated pool, barbecue area, bike storage, state-of-the-art gym, tennis, 24-hour security with lobby security". The building is located "close to beaches, racetracks, casinos, the Hollywood Promenade, marinas, the Aventura shopping center, restaurants, shops". The apartment also comes with a parking space."Chvankin's declaration also mentions several accounts that his wife opened in American banks. As of the time of filing the declaration (the end of 2023), about $52 thousand was placed on them. In general, the wealth of Chvarkin and Golubeva does not allow the purchase of such real estate", the investigators found.

The apartment was bought in March 2023. In the declaration for 2022, Chvankin indicated UAH 9.7 million in income. Of this amount, UAH 1.7 million was his salary, UAH 0.5 million was Golubeva's salary at the Odesa Law Academy. Another UAH 2.9 million was earned by the judge's wife, who was engaged in entrepreneurial activities. The family earned another UAH 4.6 million from interest on deposits, investments in government bonds, and alienation of property.
As for expenses, Chvankin declared UAH 3 million for the purchase of government bonds and for the renewal of his own vehicle fleet. Golubeva's expenses are unknown.
The couple had about UAH 16.4 million in cash as of the end of 2022, with about UAH 16.4 million on deposits in hryvnia, dollars, and euros. The family also keeps part of the funds in Austria.

After the news was published, the judge responded to Slidstvo.info journalists through the court's press service. Chvankin claims that the apartment was purchased by the company with a 30-year mortgage. And he was not obliged to declare this fact according to the law because it is the property of the company (UPDATED 15.05 at 16:04).
