Notarial corruption exposed: Case sent to court reveals fraudulent schemes with inheritance certificate and forged documents

Prosecutors from the National Anticorruption Directorate have ordered the indictment of notaries Seceleanu Lidia Simona and Mocanu Ștefan - Călin, accusing them of abuse of office and intellectual forgery in connection with the illegal issuance of inheritance certificates and other false documents between 2016 and 2023.

In a detailed indictment, prosecutors revealed that, in collaboration with 10 other people, including two under house arrest, the two notaries illegally issued inheritance certificates and false documents regarding ownership of real estate in Bucharest and Ilfov. The forged documents were then used to fraudulently sell the properties on the open market.

Serious acts with significant damage

Prosecutors have revealed that in the course of these illegal actions, the notaries involved unlawfully issued 11 certificates and supplements to inheritance certificates, falsely attesting the exclusive right of certain persons to real and movable property. One of the examples noted in the indictment involved the unlawful reintroduction of two pieces of land in Dobroești, Ilfov, valued at €1,792,500.

Huge damage for authorities and religious organisations

These actions have caused enormous damage worth more than €2,600,000 to the Bucharest City Hall, the Dobroești Municipality and a religious organisation. In order to ensure the recovery of the damage, prosecutors have taken measures to secure the assets of nine persons involved in this fraudulent scheme.

Next step: Trial at the Bucharest Court of Appeal

The case has been sent to the Bucharest Court of Appeal with a proposal to maintain the preventive and precautionary measures previously ordered in the case.
