Increase in state budget expenditures for 2023: Volodymyr Zelenskyy signed the law
On 19 October 2023, it became known that Volodymyr Zelenskyy signed Law No. 10038, which provides for an increase in the state budget expenditures for 2023 in the amount of UAH 322.6 billion. Of this amount, over UAH 302 billion is earmarked for national security and defence.
The Law "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2023" was created to immediately implement measures aimed at countering the large-scale armed aggression of the Russian Federation against Ukraine, as well as addressing urgent issues of the state, according to the official website of the Verkhovna Rada.
The law provides for an increase in spending in the following areas:
Ministry of Defence - 211 billion hryvnias;
Ministry of Internal Affairs - 79 billion hryvnias;
The Security Service of Ukraine - UAH 4.2 billion;
Ministry of Social Policy - UAH 16.5 billion;
Ministry of Strategic Industry - UAH 4.3 billion;
The Defence Intelligence of Ukraine - UAH 2.5 billion;
The State Special Communications Service - by UAH 570 million;
Ministry of Foreign Affairs - by UAH 1.3 billion;
Ministry of Education and Science of Ukraine - by UAH 572 million;
The Foreign Intelligence Service - by UAH 500 million;
The State Protection Department - by UAH 230.5 million.
As a reminder, the Verkhovna Rada supported this draft law on 6 October, which provided for an increase in state budget expenditures. 313 MPs voted in favour of the law. MP Yaroslav Zheleznyak noted that these changes set two records for Ukraine: for the first time, the general fund expenditures of the state budget exceeded UAH 3.39 trillion, and the deficit was over UAH 2 trillion.
