Enemy resources are spreading information that Kharkiv has begun to prepare for defense. Allegedly, shelters are being urgently dug in the city's residential areas. As evidence, the racists attach a photo.

"The information disseminated by russian propagandists is fake, as in fact a 60-meter section of the pipeline was replaced, as reported by the Kharkivvodokanal utility", writes the CCD.

The Center emphasizes that the tactic of propaganda is to take photos and videos from Ukrainian resources or government agencies' websites to come up with their own fakes.

"By spreading them, the enemy is trying to sow panic among the population and promote the narrative that Ukrainians are being used as a human shield", notes the CCD.
