This year, regions will receive UAH 2.5 billion to build shelters in schools. The government has allocated the largest amount of funding for regions close to the war zone

"Today we approved changes to the subvention from the state budget for the arrangement of safe conditions in secondary education institutions. First of all, we are talking about the regions close to the combat zone", he wrote.

Thus, Kharkiv, Dnipro and Zaporizhzhia regions will receive UAH 500 million each.

  • Mykolaiv region - UAH 200 million;
  • Kherson region - UAH 200 million;
  • Odesa region - UAH 150 million;
  • Sumy region - UAH 150 million;
  • Chernihiv region - UAH 150 million.
Situation with shelters in schools

As of July 2023, 65% of educational institutions in Ukraine had shelters.

On September 1, according to the Ministry of Education and Science, about half a million schoolchildren sat down at their desks.

In Kharkiv, 17 40-square-meter classrooms with air recovery and noise insulation, desks and necessary equipment were equipped at Peremoha, Universytet, Metrobudivnykiv, Traktornyi Zavod and Akademika Pavlova metro stations. In total, 60 classes for more than a thousand students were formed.

At the end of November last year, it became known that the Ministry of Education signed a memorandum with UNICEF to create new standards for shelters.

In February 2024, the government banned outsiders from staying in shelters in schools and kindergartens during the educational process.

In early April, the head of the MES, Oksen Lisovoy, said that the authorities had decided to change the mechanism of distribution of funds for shelter construction. Previously, funds were allocated to the regions, and they determined the educational institutions where shelters should be built. Now, the subvention will be distributed through a new tool - using a scoring system through the DREAM platform.

Communities will submit projects on their own to receive state funding for shelters. Among the main requirements are:
  • availability of design estimates for the construction or overhaul of the shelter;
  • at least 200 children must study in the educational institution;
  • the project must be completed by the end of 2024;
  • confirmed co-financing from the community of at least 10% of the total project cost.

After submitting the project, the DREAM system will automatically calculate points according to specific criteria.
