Schemes: KDAC judge Litvinova has russian citizenship.
Arina Litvinova, a judge of the liquidated Kyiv District Administrative Court, who has the current status of a judge, is a citizen of the russian federation.

According to an extract from the automated Rospasport system, which the journalists received, the judge acquired russian citizenship in 2002 in the city of Yekaterinburg, and the passport itself was issued on July 24. The reason for the acquisition of citizenship was the replacement of the passport of a citizen of the USSR. At that time, Litvinova had been working at the Supreme Arbitration Court of Ukraine for three years.
Journalists found information about Arina Litvinova, a russian citizen with the same date of birth as the Ukrainian judge, in leaks from the Yekaterinburg residents' databases for 2008. It also indicates her place of registration in Yekaterinburg, which coincides with the one indicated in the extract from the rospasport system, which contains the judge's photo.

According to the russian portal Gosuslugi, which provides information on the validity of documents, as of April 2024, the russian passport in the name of Arina Litvinova was listed as invalid because she did not replace it with a new one after reaching the age of 45 in 2022. However, this does not mean the loss of russian citizenship, as the procedure for officially renouncing it involves a separate procedure.
On the website of the High Qualification Commission of Judges, journalists found a questionnaire filled out by Judge Litvinova in 2018, when she was undergoing a qualification assessment. When asked whether she had citizenship of another state, Litvinova answered: "No."

As journalists asked about her russian citizenship, Arina Litvinova replied that "this is some kind of provocation" and hung up the phone.
In 2020, the Public Integrity Council issued a negative opinion on Judge Arina Litvinova. In particular, it noted that she committed actions motivated by political motives and did not convincingly explain the source of her property.
On December 13, 2022, the Verkhovna Rada of Ukraine voted to liquidate the Kyiv District Administrative Court. However, according to the Constitution, liquidation of a court where a judge works is not a ground for dismissal of that judge. Therefore, 51 KDAC judges, including Arina Litvinova, continue to receive judicial remuneration. According to the judge's declaration for 2023, when she was not administering justice, Litvinova received UAH 1 million 629 thousand in salary.
