Travel abroad organized for 19 pseudo-volunteers: Kharkiv region deputies are among the suspects
Five suspects, including two deputies of Kharkiv region and the chief of staff of the regional military administration, were notified of suspicion: they illegally organized the crossing of the state border for 19 "volunteers.

According to the investigation, the group of defendants included a deputy of the Kharkiv District Council, the head of one of the district administrations of the city council, who also holds the position of a deputy of the council, and the former chief of staff of the Kharkiv Regional State Administration.
"They involved volunteers and functionaries of one of the charitable organizations in their illegal activities and directed their actions," the Prosecutor General's Office explains.
It is noted that each defendant was engaged in their own tasks. In particular, a deputy of the Kharkiv District Council, who was the head of one of the charitable organizations, created a mechanism for illegally sending men abroad. The data of the fugitives were entered into the Shlyakh system on behalf of his charitable organization.
"In the period 2022-2023, members of the organized group sent letters of request to the Kharkiv Regional Military Administration on behalf of the charitable organization with a request to approve permission for "volunteers" to cross the state border of Ukraine. The Kharkiv Regional Military Administration gave its approval. Subsequently, the men's data were entered into the Shlyakh system," the statement said.
The men then crossed the state border of Ukraine. The investigation identified 19 pseudo-volunteers who went abroad in this way during 2022-2023 and have not returned to this day.
The defendants estimated such services at UAH 60 thousand.
"Under the procedural guidance of the Kyiv City Prosecutor's Office and the Shevchenkivskyi District Prosecutor's Office of Kyiv, five members of the organized group were served a notice of suspicion on the facts of organizing the illegal transportation of persons across the state border of Ukraine (Part 3 of Art. 332 of the Criminal Code of Ukraine)," the Prosecutor General's Office adds.
Note: according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be criminally punished until his or her guilt is proved in accordance with the law and established by a court verdict.
