The head of the expert council of the Ukrainian think tank, economist Borys Kushniruk, criticizes the discussion of a tax that allows "pay off" from mobilization, saying it contradicts constitutional duties, while offering his vision of armoring workers

"It shouldn't be about - whoever showed a big salary doesn't go to serve - that's the wrong approach. The approach should be that this story should not be tied to taxes paid, it should be tied: firstly, you have a certain company, which creates added value, significant tax revenues, secondly - it should be established that a person, if subject to reservation, for him should be paid one-time amount - several hundreds of thousands hryvnias, and then monthly separately, in addition to taxes, tens of thousand hryvnias more for this reservation, "- explains the head of the expert council of the Ukrainian Analytical Center and adds that this should apply to both owner and hired workers.
What is known about mobilization in Ukraine

On December 19, Zelenskyy said at a press conference on the results of 2023 that the General Staff has addressed the issue of mobilization of additional 450-500 thousand.

On 25 December 2023, the Cabinet of Ministers submitted to the Rada a bill to improve the mobilization procedure.

On 8 January, the Verkhovna Rada Committee on Anti-Corruption Policy recognized the government's mobilization bill as containing corruption risks.

On 11 January, the mobilization bill was returned to the government for revision without consideration in parliament.

Ombudsman Dmytro Lubinets claims that some provisions of the mobilization bill violate the Constitution, Ukraine's international obligations and the rights of people in Ukraine. However, the VR committee on anti-corruption policy at a meeting on February 5 again recognized the document as containing corruption risks.

The Verkhovna Rada of Ukraine at a meeting on February 6 supported the extension of martial law and general mobilization for another 90 days - until May 13, 2024.

On February 7, the Verkhovna Rada supported in the first reading the government bill No. 10449 on strengthening mobilization.

According to MP Yaroslav Zheleznyak, the government's draft law on mobilization is expected to be approved by the parliament.
