The state program is two years old: Oschad confidently maintains its leadership position
Two years ago, the state program of affordable mortgage lending eOselya was launched. Since then, more than 13 thousand Ukrainian families have benefited from it, and the volume of loans issued has exceeded UAH 21 billion.
Oschadbank maintains a strong leadership among the banks participating in the implementation of еОselya: Oschadbank's market share is 44% both in terms of the number and the total amount of loans. Since the launch of the program in 2022, the bank has provided more than 5,267 soft loans totaling more than UAH 8 billion.
Oschadbank's account includes the first loan issued for a house in general, the first such loan issued for an apartment in an unfinished construction project, and the first joint program with regional authorities that compensate part of the interest rate from their budget.
Oschad is actively expanding the geography of its accredited facilities: currently, 21 developers, 27 residential complexes and 50 construction sites have been accredited by the bank to participate in the eOselya affordable mortgage program. Oschad customers can purchase housing in newly constructed buildings in Kyiv, Dnipro, Zaporizhzhia, Ivano-Frankivsk, Kovel, Lutsk, Lviv and the region, Sumy and Ternopil.
The program was launched as a mortgage with favorable terms at 3% per annum for certain categories of people, such as military and law enforcement officers, doctors, teachers, and scientists. In January 2024, the terms of the program were further expanded to include the possibility of taking out an еOselya loan to buy private houses or townhouses. To date, 368 Ukrainians have taken advantage of this opportunity.
Also, on September 19, 2024, a number of changes to еОselya came into force - in particular, it became possible to use the eRestoration certificate as a down payment on eOselya and use the program for those who have already participated in similar government programs, but whose housing remained in the temporarily occupied territory or was destroyed.
At the same time, special conditions for young people will be introduced on October 19 this year - they will be able to participate in the program with a minimum down payment of 10%. And starting December 18, relatives of internally displaced persons will be able to purchase housing for them.
Over the two years of operation, the regions with the largest number of transactions were Kyiv region and Kyiv city with 3,568 and 2,517 loans disbursed, respectively. Accordingly, 781 loans were disbursed in Lviv region, 633 — in Odesa region, 610 — in Vinnytsia region, 561 — in Volyn region, 540 — in Ivano-Frankivsk region, etc.
Overall, over two years, the program has seen the largest number of borrowers — more than 56.6% — among military personnel and law enforcement officers (about 3%). More than 25% of borrowers are Ukrainians who took advantage of the mass mortgage at 7%. Among them are 277 internally displaced persons and 250 veterans.

The program is being implemented by the Ministry of Economy of Ukraine in cooperation with the Ministry of Digital Transformation and Ukrfinzhytlo, which has launched a chatbot to answer questions about the eOselya program.
