There will be no criminal prosecutions for abuse of power: advisor to the head of the Association of Cities regarding the law on local government transparency

Oksana Prodan, Advisor to the Chairman of the Association of Cities, noted that the most important thing in the law on transparency of local self-government is that there will be no criminal prosecutions for exceeding the authority of local authorities

She expressed this opinion on the air of Espresso.
"For all of us it means that today there are no criminal prosecutions for abuse of power, for the fact that the heads of local councils or officials do what is not provided for in the law on local self-government regarding assistance to the Armed Forces. Accordingly, theoretically, all those payments, allowances, which were from February 24, 2022, will not fall under the category of cases of abuse of power. This is the most important thing in this law, hopefully signed by the President. There are norms that regulate the work of heads of local councils, which are appointed by the heads of military administrations, because it was also a huge problem of the current heads of communities - mayors in the zone of active hostilities were appointed by the heads of military administrations and they according to the current legislation have lost legitimacy as heads of councils", — explained Prodan.

She said,

"We were waiting for this law and it is good that we voted for it.There is the second point - the budget, the Budget Code, which also requires changes, where it should be written that indeed in budget calculations and transfers local councils have the right to do what they do and this is the next step which we are waiting for from the budget committee of the Verkhovna Rada — this is the bill №9560 in any version. We are asking, waiting for a vote so that law enforcement agencies do not have any claims to local self-government bodies when they help the Armed Forces of Ukraine. There is the first step, now we need the second", — summed up the Advisor to the Chairman of the Association of Cities.
