IOC admits 25 "neutral" athletes from Russia and Belarus to the 2024 Olympics

The committee as a whole verified athletes in the following sports: cycling, trampolining, weightlifting, wrestling and taekwondo.

Of 42 licenses for "neutral athletes," the IOC granted 25. Another 17 licenses were not confirmed after verification.

The first list of athletes cleared to compete in neutral status includes 14 Russians in the categories of wrestling, cycling and trampoline.

What is known about the participation of Russians and Belarusians in the Olympics

On January 27, 2023, IOC chief Thomas Bach said he favors the participation of Russians and Belarusians in the 2024 Olympics, even despite Ukraine's threats to boycott the Games. According to the president of the International Olympic Committee, the statement about boycotting the 2024 Olympics, from the president of the National Olympic Committee of Ukraine, Vadim Gutzeit, "is not in line with the IOC's mission".

On January 29, Ukrainian President Volodymyr Zelenskyy said he wrote a letter to French leader Emmanuel Macron over the possible admission of Russians to the 2024 Olympics in Paris.

The IOC responded to the criticism from the Ukrainian authorities and the sports community, calling it slander.

Thomas Bach said that the suspension of Russians and Belarusians from international competitions is a violation of human rights.

On March 30, the Cabinet of Ministers decided that Ukrainian athletes would boycott tournaments featuring athletes from Russia or Belarus.

On June 22, PACE adopted a resolution calling on the IOC to prevent athletes from Belarus and Russia from participating in the Olympic and Paralympic Games in Paris in 2024, even under a neutral flag.

On July 26, the National Olympic Committees of Russia and Belarus did not receive an invitation from the IOC to participate in the 2024 Summer Olympics in Paris. 

On July 27, the Ministry of Youth and Sports of Ukraine issued an order that allowed Ukrainian athletes to participate in competitions where Russians and Belarusians compete in neutral status, rather than under their own flags. Thus, Ukraine refused to boycott tournaments where athletes from Russia and Belarus compete in a neutral status.

On August 14, then-Sports Minister Vadim Gutzeit said Ukraine would compete at the 2024 Olympics even if Russians and Belarusians participate in the Games in a neutral status.

On December 8, the International Olympic Committee allowed athletes from Russia and Belarus to compete at the 2024 Games in neutral status.

On December 14, IOC President Thomas Bach said that the Russians and Belarusians were allowed to compete in the 2024 Olympics because the athletes should not be punished for the actions of their governments.
