He said that according to the Cabinet of Ministers' resolution, the number of military personnel of the State Emergency Situations Service and the National Police, who are subject to reservation, can be more than 50% subject to a separate decision of the Ministry of Defense, made on the basis of a reasonable request of the head of the Interior Ministry.

"Accordingly, an agreed decision has been made to armor 90% of the personnel of the State Emergency Service and the National Police", Klymenko said.

According to the head of the Ukrainian Interior Ministry, 10% of the personnel of the State Emergency Service can be mobilized to the AFU, the National Guard or the State Border Guard Service. At the same time, the same number of police officers have the opportunity to join the "Fury" brigade or the three additionally created combat brigades of the National Police.

"Regarding rescuers: our position is that the employees of the rapid response units (firefighters, sappers, rescuers, chemists, engineers, etc.) are fully booked. Therefore, this decision will not affect the efficiency and effectiveness of the work of the State Emergency Service", Klymenko stresses.
Reservation from conscription

In early April, Ukrainian Prime Minister Denys Shmyhal instructed relevant ministries to develop an updated and "fairer" decree on the reservation of workers from mobilization.

The leader of the Servant of the People faction, David Arakhamia, stated that the Verkhovna Rada is considering two models of economic reservation of Ukrainians from mobilization, one of which will definitely be introduced.

He said, the first model provides that the amount of taxes from the salary of a military conscript should be 35 thousand hryvnias, which will cover the cost of maintaining one fighter. At the same time, the second model provides for a quota for military conscripts.

On June 1, MP Oleksiy Goncharenko wrote in his Telegram channel that the government had decided to mobilize employees of the State Emergency Service.

"These people save lives after shelling, put out fires. How many lives they have already saved! Mobilizing them is pointless. Who will do their job? Who will come to the call after another russian attack on an apartment building? Who will put out the fires?", — wrote the MP.
  • June 3 petition to the Cabinet of Ministers of Ukraine with a call to provide reservations for all personnel of the fire department and emergency service, operational-rescue service and other civil protection workers gained the necessary 25 thousand votes for its consideration.
