Parliament rejects law that would have penalized curfew violations
The Verkhovna Rada of Ukraine on Wednesday, May 22, rejected in the second reading a draft law on the introduction of fines for violating the curfew
Thus, only 190 MPs voted in favor, which is less than the minimum required number.
In addition, the parliament also failed to return the law — only 216 MPs voted. Therefore, the law is considered to be rejected completely.
According to Zheleznyak, the law was supposed to introduce administrative liability for violating martial law measures, including curfews, in the form of a fine.
The draft law also stated that the police would draw up protocols and bring them to court. The draft law provides for the addition of a new Article 210-2 to the Code of Ukraine on Administrative Offenses, establishing administrative liability for violation of curfew by citizens (prohibition of staying on the streets and in other public places during a certain period of time without specially issued passes and certificates), and violation by a business entity of a special light camouflage regime or work regime during martial law established in the relevant territory.
It is also envisaged to give the police the right to carry out administrative detention of curfew violators.
- At a meeting on January 16, the Verkhovna Rada of Ukraine also did not support Law No. 10195 on administrative liability for violating curfews, although on December 9, 2023, the Rada supported this draft law as a basis with 233 votes in favor.
