He also noted that the winter will be difficult due to the electricity shortage. Boyko explained that such restrictions could have started a little later if not for the cold weather. As the temperature dropped, the population began to actively use heating devices, which led to a deficit in the power system, even with active electricity imports. At the same time, Boyko emphasized that the winter will be "inevitably hard" and there is no chance of restoring the destroyed generation in full. He noted that it will not be possible to avoid a deficit in the power system in winter even in warm weather.

On May 15, YASNO CEO Serhiy Kovalenko said that the reason for the blackouts was the growth in consumption, which is difficult to predict. In the evening of May 15, emergency power outages were introduced in all regions of Ukraine.
