Foreign passport from the age of 14: Rada adopts draft law on administrative services as a whole
At a meeting on May 9, the Verkhovna Rada supported in general the draft law on the provision of certain administrative services to Ukrainian citizens, including those abroad

The bill proposes:
- allow simultaneous issuance and exchange of passports of a citizen of Ukraine and passports for traveling abroad, including in cases of loss or theft;
- reduce the time for issuing and exchanging passports to 7 days;
- issue passports in the form of a card indefinitely to persons aged 65 and older;
- lower the age for obtaining a passport to travel abroad from 16 to 14;
- clarify the rules for obtaining a passport of a citizen of Ukraine to travel abroad for persons who are abroad, in particular, to take into account the application of parents.
According to the explanatory note, the draft law is intended to reduce the burden on Ukraine's foreign diplomatic missions. The initiators of the bill reminded that due to the war, a significant number of Ukrainians are forced to stay abroad.
"One of the main problems faced by citizens of Ukraine abroad is the issuance of a passport of a citizen of Ukraine and a passport of a citizen of Ukraine to travel abroad (some citizens traveled abroad from settlements where hostilities were conducted, and some of their documents in many cases have been lost, damaged or destroyed; some citizens have passport documents expiring, others — children have reached the appropriate age from which it is necessary to issue a passport, etc.)", reads the explanatory note
In view of this, the authorities decided to improve the system of providing administrative services, including abroad.
- According to the Cabinet of Ministers' resolution, men of military age can currently obtain foreign passports and passports of a citizen only on the territory of Ukraine at a territorial body or subdivision of the State Customs Service.
