What new ways to legalize the deportation of Ukrainian children has putin invented

Russian President vladimir putin signed a decree "On measures of social support for families with children affected by the aggression of Ukraine", which expands the potential for deporting Ukrainian children from the occupied territories. Thus, the russian dictator is trying to legalize new ways of deporting minors.

This is stated in the report of the American Institute for the Study of War ISW .

"On December 21, putin signed a decree "On Measures of Social Support for Families with Children Affected by Ukraine's Aggression," which expands russia's control over the occupied territories of Ukraine through financial coercion and includes a key provision that further formalizes the existing set of deportation schemes under medical pretexts", - the report says.

The resolution itself stipulates that the guardians of children under the age of 18 after February 2022 who were injured while living in the occupied Donetsk, Luhansk, Zaporizhzhia and Kherson regions are entitled to a one-time compensation payment of 100,000 rubles.

The Financial Support Regulation establishes social control over the occupied territories of Ukraine in three ways:

  • by creating financial dependence on the russian authorities for social payments;

  • by collecting personal information about Ukrainian children and their guardians;

  • by creating an image of the Ukrainian military as dangerous to the Ukrainian civilian population in a way that promotes negative attitudes towards the Ukrainian state.

The decree also stipulates that the occupation authorities are obliged to send children to "sanatoriums and health resorts" or otherwise provide children with "the possibility of travel to a place of rest and treatment" if they have certain "medical indicators".

This is how russian officials use russia's medical and psychiatric programs to abduct Ukrainian children, which is a violation of international law.
