"It is difficult for me to understand what our state policy is regarding mobilization. Again, I'm not a military expert, I can only look at it from a human rights perspective, but going back to your question, it seems to me that, despite everything, a huge part of people abroad understand that this is a war for survival and feel responsible for their country's survival. Even when they are safe abroad, they do something. I meet such people in every country who tell me how many charity events they have organized, how they have transported something themselves, how they are doing some kind of information work. There should be more of these people, not less, and this means that they should organize campaigns to involve other people in this work, and not just rely solely on their own strength", said the Nobel Peace Prize and Vasyl Stus Prize winner.
What preceded

The Verkhovna Rada of Ukraine at a meeting on April 11 adopted the draft law on mobilization as a whole. On April 16, President Volodymyr Zelenskyy signed the law on mobilization, and on April 17, the document was published in the official parliamentary publication Holos Ukrainy.

According to the resolution of the Cabinet of Ministers, men of conscription age will henceforth be able to obtain foreign passports and passports of a citizen only on the territory of Ukraine in a territorial body or subdivision of the State Customs Service.

On April 25, Defense Ministry spokesman Dmytro Lazutkin said that Ukraine is working to ensure that citizens can update their military records at consular offices.

On April 26, Mykhailo Podolyak, an adviser to the head of the Presidential Administration, said that men of military age who are abroad will be able to issue documents only on the territory of Ukraine.
