"Negotiationscan begin next year, since the development of events does not indicate that theUkrainian side will gain a military advantage. Time is now playing in favor of Russia,which has a stronger mobilization base for manpower. By buying time, it willalso be able to replenish the material base that it needs there was not enoughfor a long time. We see mass deliveries from North Korea, we see attempts tocircumvent sanctions," Pavel noted.
