On 1 October, the calculation of subsidies for Ukrainians for the heating season 2023-2024 began. Eligibility for this benefit was determined in May 2023. Those who already received subsidies in September were automatically calculated. It has also become known that reconsideration of the right to receive a subsidy has been cancelled until April 2024. This also applies to those whose housing subsidy amounted to UAH 0.00. 

The amount of the subsidy will be calculated from the start of the heating period. The number of days during which heating is actually provided does not matter.

For the purpose of calculating benefits, income for the first and second quarters of 2023 is taken into account. It is worth noting that when calculating the housing subsidy for the heating period starting in October (for pensioners), the amount of pension payment (as income) is taken into account for August 2023.

If citizens were denied a subsidy for the non-heating period, they must apply for it by 30 November 2023. In this case, the housing subsidy will be granted from October 2023.

Why you may be deprived of the subsidy:

• If there is a debt of more than UAH 680;

• if a family member has not paid a single social contribution for more than three months;

• if a family member has purchased property worth more than UAH 50,000 in the last six months;

• if the area of an apartment exceeds 130 square metres or a house exceeds 230 square metres.
