Drone Production in Ukraine: New Draft Law and Prospects
In early September 2023, it was announced that Ukraine plans to increase drone production by 140 times. Minister of Digital Transformation, Mykhailo Fedorov, noted that the drones will be composed of domestic components, but some elements will be imported. In early October, Prime Minister Denis Shmyhal stated, 'The government has streamlined the import of unmanned aerial vehicles, expanded the list of military and dual-use goods that can be imported without permission from the State Export Control Service. We have removed bureaucratic barriers for purchasing Ukrainian drones. Today, we are simplifying the import of raw materials for the production of ammunition and drone components.'
According to UNIAN , Denis Shmyhal asserts that this decision will not only meet Ukraine's needs but also contribute to the growth of drone production. He added, 'This year, production has increased a hundredfold and will continue to grow further.'
The Prime Minister also reminded that the draft state budget for 2024 allocates nearly 1.7 trillion hryvnias for the funding of the security and defence sector. Of this amount, approximately 56 billion hryvnias are earmarked for defence production, and over 48 billion for the replenishment and expansion of the 'Drone Army.' In June 2023, the training of 10,000 'Drone Army' operators began, with most of them already successfully carrying out combat missions on the front lines.
It's worth noting that the war in Ukraine is the first in history to witness the use of such a large number of unmanned systems. However, the cost of such equipment is extraordinarily high, with the development of a single drone costing from 500,000 to a million dollars. Valeriy Yakovenko, co-founder of the Drone.ua project, emphasised that our young engineers are capable of producing truly innovative devices. Ukraine has already achieved significant results in the production of maritime drones.
